If Tamara was born here OR raised here then it would make sense that Blue didn’t recognize her. We know fairies have helped people escape FTL before (Bae for instance). So maybe Blue or another fairy helped Tamara’s grandmother and an infant Tamara escape FTL.
Kinda like a Grandma can’t bear to stay their after Rumple killed her daughter thing? That would put it around 9 months before the curse was enacted. So if the fairies could do that for Granny and Tamara, we need a reason why only Grandma and Tamara would be sent here instead of saving everyone who was shortly to be cursed. A previous magical tree that Blue could use for a test run? But if she needed Gepetto to carve the wardrobe for Emma’s trip, she’d still need someone to fashion this tree.
