I was thinking along the same lines – Snow’s mother and Cora could be sisters – one angelic, one hellish one. They could be rivals about something, Cora loses and curses her sister and her family – or something like that – a result of which could be that Regina subconsciously hates Snow anyway, just doesn’t know why until the incident with Daniel.
