I think it might mean both? Physically, he will be moved to another location though I still believe it will be the fault of someone other than Rumple. Emotionally they’re not in a good place as evidenced in the beginning of SSTR because once again Rumple has abandoned him for darkness and (this time) Lacey. So for me, the path change on an emotional level is Rumple choosing goodness (probably in the form of not killing Henry) over darkness, which is altering for both Bae and Lacey/Belle.
