Now I’m calling that the forgetting part of the curse (that the FTLers wouldn’t remember FTL) and Storybrooke were Rumple’s idea, as a way of making it easier for the FTLers to survive in the new world. He persuaded Regina that these two features of the curse would give her control over everyone from FTL, and that’s why she accepted them, but in fact he realized that everyone would be safer and saner in an isolated town, not remembering their pasts, than in an actual city, thinking they were still FTLers.
