I don’t think Dr. Whale will be the new threat, however I completely agree that they need one. With Rumple and Regina becoming more and more vulnerable, they need another bad guy to scare everyone again. Perhaps the mysterious man we saw in the beginning? Then again, he didn’t strike me as a very threatening person.
