Magical objects keep their inherent magic, even when there is no atmospheric magic. A good example of this is when Mr. Gold enchanted Baelfire’s shawl and it continued to have magical properties even outside of SB, where there is no magic. So, a bewitched heart like Graham’s maintained its magic even in SB, which is how Regina could control it and eventually kill Graham by crushing it. That’s also how Regina’s ring with an image of Daniel maintained its magic, and why she was able to use it to make Jefferson’s hat work just enough to fetch her poisoned apple, despite there being no magic in SB at the time.
