I don’t think Maurice/Mo harmed his daughter in either world. I think that Regina completely made up the story in FTL and locked her up in SB. I don’t have any proof for this, but we all know Regina is very capable of doing that and more. Also, I don’t think that Regina captured Belle in FTL. I think she just made sure she was imprisoned as part of the curse, the same way that she made special provisions for Maleficent and Jefferson. Again, no proof for this, just a hunch.
