There is a say that goes:
“if you kill a man, you are a killer, if you kill 10, you are a monster, if you kill 1000, you are a hero, if you kill 10 000… you are a conqueror!”
I can’t remember who said that, but it is perfectly applicable here, and in all wars: Everything depend on the social acceptation or not towards the act.
