Hmmm. I’m not sure how I feel about the Darlings being connected with the Home Office. From what I know of Tamara, she’s pretty murderous and dark. She might have a good reason to dislike magic. But Wendy’s parents were depicted as loving and they adopted all the Lost Boys
I think Tamara as an excellent reason for hating magic in that her parents RH and Marian were forced to come to our world to flee magic. But with the Darlings, the Home Office could have started out with one simple mission: “find Wendy Darling.” That mission statement over the years, after the Darlings died, could have been expanded so that the “eradicate magic” statement came to the forefront. Whoever runs the Home Office now is more concerned with eradicating magic, hence recruiting GOAT, than they are with finding Wendy Darling. But initial impetus of the Home Office were the Darlings trying to locate their daughter based on what they knew: Peter Pan and Neverland (because didn’t George Darling know of PP when he was a kid?)
