There is ‘magical’ power and than ‘authoritative’ power and in FT flashbacks (before the curse), Regina has both. But if she is so powerful though, why does she need to continually steal ‘things’ from other people in order to exact her revenge against Snow White? (i.e getting Hansel & Gretel to steal the poisoned apple from the blind witch).
