I actually think that Regina has gotten complacent. I mean it has been 28 years with nothing changing. She pretty much has absolute rule in Storybrooke. Emma has become an annoyance, but i think that some part of Regina is enjoying playing the game with her. Actually having an adversary.
Also i think it is a huge leap for Regina to consider that the child she adopted was the child of Snow and Charming. Regina doesn’t even have a reason to believe that their child went to the real world or that the child is not stuck in the curse with everyone else or in one of the many other lands that we learned about in the last episode. And to think that the child she adopted is Snow’s grandson. It is a big leap. And i don’t think that queen knows anything about Emma breaking the curse 28 years later. I don’t think she knows about that.
Though really i think the answer is that the Queen has become complacient and she is bored and is having fun. And really she feels like she has put Emma under her control. Emma has really backed off and now is doing what Regina said. There was the incident with Sidney. And now Emma has arrested Mary and Regina has no idea that Emma suspects her. I just think that it is a leap that Regina isn’t considering.
