It may very well be. The big cliffhanger was about Rumpel and him bringing magic into the world. If they don’t address that in the season premiere, then what’s the point of having it as the cliffhanger? And I’m not sure is a family reunion is more important than having an entire world transformed from a land without magic to a land with magic.
