Since people who step foot on Neverland aren’t allowed to leave, it’s possible that Rumple had to find a way to free Baelfire from this and get him to a land without magic so that he would eventually find him there. Baelfire could be oblivious to any knowledge of his father’s assistance of this.
His foresight would have showed him that all this had to lead to a world without magic.
