His intent seems to be revenge–he probably is just going to gain her trust so that he can make off with the compass.
I don’t think Snow and Charming’s intent was finding their true loves on that trip to the troll bridge, or an even better example I don’t think Rumple had concerns of winning over Belle since he had his centuries old goal of finding a way to get back to his son ( he did declare to the Blue Fairy “I will love nothing else”) or Belle had the intention of falling for Rumple who threw her in a dungeon and who started off really as a prisoner. But what happens? That annoying prince saves you from getting your heart torn out, or that thieving outlaw princess saves you from a bunch of trolls fast-forward and the EQ has to save her mirror from tongue marks! One day your trying to open up a curtain that’s been nailed shut but the beast that took you captive catches you when you fall, makes you laugh and next thing you know your locking lips with The Dark One! So with that yup right now Emma’s going up a beanstalk with the cunning, conniving pirate, but who knows one harrowing journey alone together and he could become the misunderstood swashbuckler who mother Snow’s disproval of makes him so much more appealing 😆
