It may not be that she’s a traitor, but if Cora has her heart and thus controls her, she could order her to pretend to gain Emma’s/SW trust and act as through she hates Cora as much as Mulan would, if she had a heart. I think we need to remember that Cora has ways of making people do things against their will.
Now with that said..I really hope Mulan isn’t being controlled.
