To add to this: in the movie Sleeping Beauty believed herself to be an orphan. If the fairies are raising orphans, like Rumple, it could give more credence to the fact that it was the BF who got Henry Jr to SB and to Gold who then got him to Regina. Once again, she’s just doing what she had been doing in FTL.
So, the fairies (like nuns often are in our world) could be the guardians of orphans. Perhaps Tinker Belle found Baelfire, a de factor orphan after Rumple let go of him, and brought him to Neverland. There is a similar plot line in the movie Hook in which Tinker Belle brought Peter Pan, a lost child, to live in Neverland as a little boy.
