I’m thinking there are a few different possibilities:
1) As Regina somewhat creepily told Henry, she doesn’t have anyone else to talk to ever since Cora died. She’s lonely. She wants “companionship” and she favors Captain Hook.
2) Regina is onto Captain Hook and she is only pretending to ally with him to suss out what GOAT’s plans are.
3) She needs a scape-goat. Perhaps triggering the “fail-safe” requires some dirty work, but perhaps she doesn’t want to get her own hands dirty.
