No, it was more than just names (because Charming still calls Snow “Snow” sometimes, at the start of the season). It meant that they were both people. They had lived two lives and both were true. Belle is going to go back to being Belle but she will also be Lacey, in her dress at least. She may be more wild but she’ll still be sweet and kind and be able to see the good in people, that’s my guess.
Just to clarify, here is Charming’s “both” speech
