Legal adoptions require an extensive background check and probably at least one visit to the prospective adoptor’s home.

As far as the curse being broken and Regina being able to call authorities on the Charmings, NO she can’t.
There is no record of Storybrooke, Regina, Snow, David, etc.
Regina would have a lot of explaining to do if she did call the real world authorities.
