Those are not S3 character promo posters. All of those, except Hook’s, are from the first season. Hook’s is fan-made.
Promo pictures won’t even be taken until some time after July. Actors are on hiatus right now and that includes promotional material… which will involve both Neal and Hook since both are now regulars at the beginning of the season.
