Belle and Rumpelstiltskin just letting Captain Hook go. I’m happy that he was spared and all, but they could have easily tied him up amd called Emma to come and arrest him.
THEY did suffer due to that oversight… see what happens when you are selfish?
Gold was selfish for not reporting the crime… being so wrapped up in trying to see if he could get out of town and look for Bae…. Like really where are GOLD’S priorities ??? It would have taken just a few minutes to get Hook captured and thrown into jail.
Then the last few minutes with Belle rolling over the town line and the car crash would never have happened.

Guys, it’s called a plot hole. The writers needed to find a way for Hook to shoot Belle, so that’s the way they did it. Stop over-thinking it. 😆
BUT I ENJOY OVER THINKING IT… most times a lot more fun than the things I usually have to think about… What to cook for dinner? Did all the bills get paid? Do I need new brakes for the car? etc, etc, etc……
