Regina and Rumple believe that Charming has failed in reaching Snow, meaning that Cora must be coming. They just want to kill HER before she gets through, while Henry, of course, hasn’t given up hope, hence the yelling. Plus if they do go ahead with the imposter thing, that could be what is happening there. If they do that, seems to me that they’ll figure out the truth right quick when Snow can’t wake Charming!
