Well i would consider the curse a victory. Even though it was ended. She kept them all captive for 28 years and split Emma from her parents which is something that i think will never be fixed. It happened. It is. The time is lost. I would consider that a victory. She killed Snow’s father. She did separate Snow and Charming for a time. She had control of Snow’s kingdom for many years. Though in the end i would assume Regina will lose, but there have been battles she has won even though she will most likely lose the war.
And like you said there have been many skirmishes against Emma that she won. Though they may in the end redeem Regina which i see as a strong possibility.
