I think Cora has loved Rumple. But like Rumple in “Skin Deep”, for Cora was power more important than love. Despite everything, she has given literally her heart to Rumple. And that is for me a proof of love.
Love is versatile. Rumple and Cora loved eachother even if it wasn’t true love. And Rumple was so hurt as she left him. Otherwise he would not assume that no one could ever love him. So, Milah was not the only person, who gave him this feeling…and maybe other women too.
