The only reason he was marked is because he picked up the mark, and was in another land vs Regina was marked in SB. But I could be wrong.
When he picked it and marked himself, it erased Regina’s mark. The Wraith can only mark one victim at a time, not matter what land. And then once he took Philip’s soul there was no mark on either Philip or Regina anymore. So, the only way Regina could be attacked by the wraith again is if she was remarked.
