So Rumple is wearing his scarf near the town line. Does he think he needs to be the one to go over and deal with Pan. He and Emma can cross but no one else. Maybe that’s why Emma and Charming go to Rumple?
If only there weren’t text on the screen, but is that the Box on the ground under the “on” in “Conway”? When he put Pan into the Box, Rumple made a comment about blood magic working both ways, and it was Neal who got Rumple out of the Box, so perhaps Rumple has to be the one to open the Box in this scene, hence the shawl, because he had to momentarily go over the line?
