I think Belle understands Rumple far more than anyone else ever has. She knows how he is likely to react to certain things.
She understood him enough to see he wasn’t the monster he tried to make himself out to be.
She understood him enough to know that he was angry about what Regina did and would likely try and seek revenge.
Belle understands that Rumple has a temper that gets the better of him sometimes.
I would say Belle understands Rumple far more than Nealfire does.
