If PP knew Henry was the boy he was after, why would he send him to Storybrooke? Why not kidnap him as a baby?
I think Henry was discovered in Storybrooke hence why Tamara was sent to keep an eye on Neal because he’s Henry’s father.
I think Emma’s arrival in Storybrooke sent some magical pulse across the world which is why August started turning back to wood when Emma decided to stay. It also probably alerted PP to Storybrooke’s location.
