PP has always been the protagonist to Hook’s antagonist. They’ve gone with the shades of grey for all characters so far so I don’t see why they would suddenly make PP all evil. PP is essentially abducting children and holding them prisoner, I don’t see how that can be sympathetic unless Pan is forced to do that against his will by someone else.
In regards to PP not taking orders from anyone else, he may not be aware that is what he was doing. When Cora controlled Aurora heart, she made Aurora say what she wanted with out Aurora even being aware of it. HAving Ursula controlling PP would also tie Ariel into the Neverland story more since it has been shown on the show that the fairytales are linked in some way.
