Wasn’t there also a 1985 Oz movie made by Disney? I barely remember there was one with a moosehead which was attached to something and turned to life by some magical powder.
I’m not sure how that movie was called – I watched it when I was a kid – but I remember it was a Disney movie. And I can slightly remember that they used the ruby slippers in the movie.
I think you are thinking of The Return to Oz which is a Disney film.
