Couples fight and have problems but that does not make that behavior okay. I have worked with plenty of women who are dealing with men who is pretty much using them emotionally and sexually to satisfy their own needs.
Using a fight as excuse to cheat is not a good or healthy way to deal with fighting and problems in the relationship but simply adds to it.My ex used to do this to me. When I finally told him that I needed a break and to figure out my life, he would make a big show of how he was going out and dancing with other women and would insinuate that other things happened. And, as someone with intense abandonment issues and deep self-loating, I’d go running back intent on making him “love me” again.
It’s a cycle. It’s not healthy. And it’s not how relationships are supposed to work.

The example you gave though was almost exactly what Hook was trying to do to Emma. He insinuated that things had happened with Tink, even though Tink was there saying they hadn’t.
