So far, I think it’s safe to conclude a few things:

1) PP wanted Tamara and Greg to destroy SB by triggering the failsafe.
2) Henry would have survived the failsafe because he was born in A Land Without Magic, but everyone from the EF would have died.
3) PP wanted Henry for some greater purpose (possibly PP wanted the heart of a true believer).
