It’s just a general dispassionate observation, based an interpretation of character performances, set dressing, etc. I have a tendency to be a little Spocklike in my analysis.

Not that I mind. Behind Bones, Spock is my favorite ST character (though sometimes Odo fights for that position)
I think the audience, the general audience that is..not us freakish people, are *confused* most of the time about Regina. She spent a lot of time in S2 going back and forth between wanting to be good and then being manipulated by Cora. They might recognize that she is important, she is one of Henry’s mothers after all, but I think they are wary of her as well.
