If Tinker Bell is Regina’s fairy-godmother, then Tink probably would have appeared to Regina, not the other way around. In 1×4 “The Price of Gold” Cinderella didn’t know her fairy god-mother either; she simply wished out loud that her life would change and her fairy-godmother simply appeared to her (right before Rumple blew her up). Also, it could be that Tinkbell sought out Regina in order to discourage her from using fairy magic, as a means of nudging Regina towards a path that would lead her to become Rumple’s pawn in casting the dark curse.
I agree. Tink said she couldn’t help out Regina with her problem so Regina turned toward Rumple to solve her problems. Tink set her up per PP’s instructions.
