If PP wanted just Henry, he wouldn’t had needed Tamara/Owen etc. He also could care less if Emma broke or came to town all he wanted was Henry which apparently SB is the only town that the shadow couldn’t reach other wise why wait tell Henry was 11 and why didn’t the Darling Brothers follow Regina back to SB to take the baby.
