Regina knew that the barrier wouldn’t take away her’s, Cora’s or Hook’s memories because they weren’t affected by the curse. In Welcome to Storybrooke, everything was new so Regina may not have wanted to risk it but after 18 years, Regina may have decided that leaving Storybrooke was worth it to get Henry.
