Hook, doesn’t have his Hook
I think Colin takes it off in between takes. It can’t be comfortable to hold that all day long.
It could just be a matter of interpretation about whether a hug is romantic or not. For all we know, Hook could be helping Emma find her family and he’s giving her a reassuring hug because she’s visibly distressed. There could be a million and one reasons why Emma is at a police station. Maybe she’s trying to find a missing person, maybe she’s investigating a crime. Who knows?
It is anyone’s guess right now. We know the spoilers writers/photographers like to cause waves to get more viewers/followers on social media. *shrug* We need context for everything.
