I don’t think The Sultan accepting Jafar into his home means anything in the long run. In one way, he gets a cheap/free new servant boy, another way, he gets to keep him on a close leash so he can’t get out and spread rumors that he is the son of the sultan and a street rat-woman (street mouse?). Sure Pan may have never loved Rumpel. But he kept him around for years, provided for him, and atleast gave him a home with the three ladies when he did decide to leave. He even went to a different land with his boy. Pan is a horrible father but in a different way. I feel like Malcolm probably still would have jumped in front an arrow (they didn’t have guns 😛 see what i did there) for child-Rumpel before he was changed back into a lad. But the sultan? No way. He’d have been the one to shoot the arrow at child-Jafar.
