Cora didn’t really have any ill will toward Regina. She wanted her to be queen! Sure, she killed her lover and forced her to be with a man she didn’t love and was emotionally abusive, but considering who she is up against in this thread, she is the lesser of three evils.
Pan was just the worst type of person. He admits to never loving his son. Ever. Tries to kill him and everyone he loves and was just a douche (can I say that word?) He was a bad man.
The sultan arguably though is the worst. His son genuinely loves him in a way neither Rumpel nor Regina has been shown to love their parents. Jafar would fight for his father!! He said so himself! Without magic even!!! The extent of Jafars love for his father is incredible and yet the sultan denies him that bonding at the least! To me…. The sultan is the worst father (if not Pan :P) becuae he has no reason for WHY he doesn’t love his son. He just doesn’t.
