From Spoiler TV, 2 roles are being cast for episode 2×19.
A Thief, who is male, 30 years old, brave, honorable and steals magic from Rumpelstiltskin; and Keith, who is 35, bitter due to a hard life, and likes to chase women. http://www.spoilertv.com/2013/02/once-upon-time-episode-219-roles-being.html
Perhaps the thief is Robin Hook and Keith is the Sheriff of Nottingham.

ETA: If the theory about Lacey being the place in Jersey where Bae came into this world pans out as the reason for the title…having a thief in the back story with Rumple could parallel Neal’s (if Bae) journey to becoming a thief in this world.
I like how they aren’t giving us the thief’s name. Does sound Robin Hood-ish to me. I wonder what magic he steals from Rumple. Is it a physical item? Like one of the artifacts he’s been having Jefferson collect?

How could Bae steal magic from his own father? He’d have to really hate his father to never let him in on his whereabouts. Also, he’d have to have found a way to travel between our world and the EF, something even Rumplestiltskin was unable to do without the dark curse.

I really think that Nealfire may have just finished growing up on the streets…this Keith could possibly have showed him a few things about this world but why would a bitter hard man who is busy chasing woman want a kid around and in his way? I would also think that if Bae was taken in that whoever did would rub off on him and if Neal is Bae (although he did seem flirty) he was far from bitter imo
