Nothing is for sure. Maybe Regina took it and then the WWW took it back. We know Regina was wearing it before the Curse but WWW is wearing it in the promo which is post-Original Curse. So maybe it belonged to the WWW originally and then Regina stole it and now the WWW stole it back.

They look similar but it’s not the same dress. The sleeves look different around the wrists.

I think it is the same, but the lace cuffs might not be fully visible at all times if they roll back into the sleeve.

I think so but there’s a pretty big difference between a normal everyday real world piece of clothing and something that automatically screams REGINA.
