Neal seems the obvious path because at least she recognizes him…so I’m going with the theory that he can’t for some reason
She would recognize him, but she doesn’t remember anything Manhattan and later. So she doesn’t remember remeeting him and all their conversations. More than likely if Neal showed up at her door, she’s slap him and slam the door in his face. Hook has a slightly better shot because there is no history with him that she can remember
I don’t think Hook is working for WWW, but I think he’s there because he is the more logical choice of the two given what Emma thinks she knows.

The witch needs Henry or Emma for her own purpose and tells Hook, “Get Emma back to the EF or I kill everyone in it, including you, Hook.” So the witch sends him back and he tries to kiss her memories back to no avail and tries to warn her. Which obviously didn’t work (yay SwanFire 😛 ) anyway, I’m just saying its possible.

She stops for a moment and turns her head to the side and it says Wicked is Coming. She then starts walking again and you see more of the yellow brick road and it says that Once Upon a Time returns this March.
