The promo represents Wicked Witch as invading Storybrooke. That would suggest that she didn’t cast the spell that recreated it.
I wonder if this is true?
It depends on what the promo actually IS.
It could just be a reminder that #WickedIsComing to SB and ONCE in general. It may not actually signify anything plot wise.

No I know and I’m inclined to think that this promo is a clue because to your casual viewing member (someone who doesn’t read spoilers or anything) SB was destroyed YET this promo has the WWW walking INTO SB which like…bizarre. To the huge percentage of people who watch this show passively and casually it would stand out that the WWW is going into a town that was just destroyed.

I agree Wat!!! Since we see the Witch coming towards SB, I wonder if someone else cast the curse instead of the Witch.

Maybe! That would mean that the WWW doesn’t want to stay in SB but needs to be able to leave if Dorothy is in Kansas.
"He was a lot of things to me" "The only conclusion was love"Hm that could be interesting–same curse, different reason to cast it–but perhaps WWW originally wrote that curse to get to Dorothy but Regina obtained it (guided no doubt by Rumple to do so) and that is why WWW wants revenge on Regina for stealing her curse. Remember Malecificent said, whoever wrote it made them look positively moral.
