It could and count not be.

Sometimes A and E write middle season episodes that are smaller in nature:

S1: Dreamy

S2: The Doctor/ Lacey

So it might just be a middle season episode.

They do write some of my favorite episodes in general.  I think this season it is likely a big episode as they have what 3 more episodes before the season finale?  Is it 22 episodes or 23?

I could see 319 being a climax ep after everything that’s happened from 312 – 318. Maybe there’ll be several plots tied together in this one, so that’s why they wanna handle writing it themselves, to set the stage properly leading into the big season finale?

I could see 3×19 being a very big episode because by that point we’ve learned (most likely) who the WW is and what she wants with Regina. Really want a title for this episode now. (and to see who is guest starring)
