Because Emma herself is not a Disney character. That looks like a list of original Disney character

Yep. This slideshow is specifically pre-existing Disney characters that have been adapted into the show. Emma is a completely original character made for the show and doesn’t have a Disney counterpart. That’s why Henry and Baelfire/Neal aren’t included, either.
