Knowing that Elsa’s going to be in 9 episodes maybe the rumbelle relationship arc will start somewhere within the second half of the eleven episodes and then spill over into the last three episodes of 4A.
Absolute random timeline of events in my head
Episodes 401-403: the beginning’s of the Frozen arc. We are introduced to Elsa and possibly the Frozen gang. Some sort of mythic conflict is set up for the gang to deal with.
Episode 404: Belle learns about Rumple murdering Zelena. Traditionally, the 4th episode of a season is a Rumple centric
Episode 405-406: More mythic Frozen madness for the gang as a whole
Episode 407-409: A mix of Rumbelle angst and Frozen madness.
Episode 410-411: the resolution of Frozen arc, the set up for S4B, and the resolution of Rumbelle angst–be is positive or negative.

That’s what I think as well. 404 = Rumple/Belle explosion in present, Elsa/Rumple exploits in the past.
"He was a lot of things to me" "The only conclusion was love"I have to admit something: I am mildly annoyed with Rumbelle fans for asking the same question over and over, specifically: does Rumple really love Belle, or how can Rumple truly love Belle if he’s obsessed with power?
I don’t doubt Rumple’s love for Belle. I really believe that he does; the problem is not that; him killing Zelena had nothing to do with Belle. It had everything to do with vengeance against Zelena.
I know questions were screened this year at SDCC (want to avoid the controversy that was last year); I just wish people would come up with better questions to ask.
Rumple clearly loves Belle, and she loves him, they’re true love after all. Rumple just has a slight problem with being honest. However, to be fair to him, playing cards close to the chest has served him well over the centuries. He is more open with Belle than he is with anyone. However, habits are hard to break so I’m not surprised he doesn’t always tell Belle what he plans to do or he tries to hide what he’s done from Belle. It’s nothing against Belle personally, Rumple knows when he’s done wrong, he just doesn’t want Belle to find out about it.
