Here’s my take on it :
When I first saw the first promo, I thought it was Hook because of the flow of the scenes, but it very well could be Greg’s.I think at this point its either Hook or Greg because we know either of them are working with Tamara and it keeps with the whole electricity theme.
My conclusion about Rumple is that he has magic. Why would he need to like.. electrocute her brain for some sort of science experiment?

Rumple would electrocute her for revenge for what she did to Belle. If Regina was already strapped up with the electrodes on her head, Rumple isn’t going to waste time using magic when a simple turn of the dial can equally cause as much pain.

My question is why does Hook even pair up with Greg and Tamara?

Gold has other ways with dealing with Regina plus the fact if the Henry find out this would start a feud maybe.
