If the timeskip really is 20 years, as opposed to time moving faster in Enchanted Forest Version 2, then you’d think that driverless cars would already be the norm. They actually already exist, but just haven’t become commonplace just yet.
Time being different in EF 2.0 would make a lot of sense and would indeed explain why Hook and Regina haven’t aged. Rumple is ageless because of his dark one curse whereas Regina and Hook are mortal and therefore prone to age. I really dislike the idea of them being frozen in time for 20 years, and I’d prefer it if only Henry aged while no one else did (similar to Gideon in S6b).
