Gonna be “can’t control/summon the Dark One if they’re in another realm” like I’ve predicted earlier.
To expand on this, I think the way this will work is that the dagger can’t make the Dark One do anything that exceeds his powers. This would mean not being able to cross realms without a portal, and not being able to break the laws of magic (bringing back the dead, making someone fall in love with you, changing the past).

Although we have seen the dagger used for a few things like opening the hat so maybe she wants it for some kind of spell
If Emma can’t be controlled because TL incarnate then they’re gonna have to really bend their back proving that she can still be the Dark One. If she succumbs to being the Dark One even though she’s TL incarnate, then the rules should apply–including being controlled by the Dagger, so long as the laws of magic are upheld (no bringing back the dead, no random world jumping ect)

Keeping it with one person is probably not a good idea because it makes that one person a target. The best move would be to devise a way so that the dagger switches people ever few hours or something. So Snow passes it to Grumpy who passes it to Granny to passes it to Blue who passes it Hook who passes it to Belle who passes it Charming and so on and so forth. It keeps the Dark Swan on the run trying to intercept the dagger before it is passed off while making her angry and therefore more likely to make a mistake. What they shouldn’t do is keep it to one person because Emma will eventually figure out who has it and go after that one person–be it Snow, Charming, Hook or Henry–more focused and on her game, so to speak.
I disagree. 1. You can’t necessarily trust people to hand over the dagger when they are supposed to (I can’t see Hook handing over the dagger to someone like Grumpy). 2. Surely it would be better not have people carrying the dagger on them. Emma could just make a threat which could scare someone into handing the dagger back to her out of fear.
Surely the better option would be to seal the dagger either in Regina’s vault or Gold’s shop with blood magic so that it can’t be accessed by Emma or anyone else Emma might’ve scared into co-operating. So Snowing and Henry would be out because they share the same blood. They could use Regina’s blood but then threatening Robin or Henry would get her to co-operate. Belle’s blood wouldn’t work because of Moe. They wouldn’t want to use Rumple’s or Zelena’s blood because that is just a bad idea. Hook’s blood would be an option because he doesn’t have any family in Storybrooke, however, if something does happen and he decides to be uncooperative because he doesn’t care about anyone besides himself and Emma then that leaves everyone up a creek without a paddle………but on the plus side Emma can’t get the dagger.

With these writers I wouldn’t trust them to follow their previously established rules that Emma couldn’t get into those. They’ll just say, she’s a new kind of Dark One thus isn’t bound to things like sealed vaults and blood magic.

If one person has the dagger and Emma is in SB they could just command her to behave or something like “Emma I forbid you from trying to get this dagger.”
That is way too vague, since Emma doesn’t have to take the dagger in order to gain possession of it. I can see her directly or indirectly using someone to steal the dagger then hand it over to her willingly to give her the dagger willingly. In order to make that work you need to make multiple order related to any and possible plans or action that is related to any dagger thefts in order to have some success.
