I didn’t get the impression that Rumple had a hidden agenda there. In fact, he basically told Ingrid that she doesn’t really need him because she has true love through her sisters and that’s better than any magic. And then he gave her his trademark warning about magic and its price.
He did seem to be intrigued by her powers, though. Perhaps he just didn’t want such a “rare gift” to be destroyed?
He can recognise a desperate soul and so he knew that Ingrid wasn’t gonna buy that the love of her sisters was enough. If she thought that, they wouldn’t have even been there in the first place. He played on her fear and desperation to get something valuable in the ribbons, and hoarder of magic that he is I wouldn’t be at all surprised if he had his eye on adding Ingrid’s unique powers to his collection as well.
